I've noticed this in a fresh install of Product
IssueTrackerProduct (Installed product IssueTrackerProduct (0.7.2))
on
Zope Version

Also noticed that I become logged out when the error is thrown. My guess is it's a permissions issue.
Closing all my browsers and re-opening fixed this issue for me. Perhaps incorrect cached credentials?
i have observed that there are some problems related to cache / cookie management in issue tracker.
* many times "No name or email" appears and doesnot go off without login
* sometimes the logged in user (of plone) is different and the name shown on the login tab is different and so is the name&email of the person submitting is different then the actual logged in person.
* to solve these problem i have to clear my cookies in browser few times, restart the browser. Sometimes just deleting once doesnot work
