#0838 Save draft as template
Is there a way to allow issues to be saved as templates? i.e. Create an issue template with details saved so that when we create an issue from the template, we get a new issue but the template remains to be used again.
I've tried with saving as draft but the draft is changed to an issue when saved so it doesn't remain to be re-used.

A caveat with a feature like that is that it'd be for the people entering issues. These people are usually not very interested in using the issuetracker (unlike the people who use the issuetracker to organise what they have to do) and would be least likely to want to learn a few feature.
